In Rwanda, all land titles are expected to be paperless by 2024

 

Land titles are expected to be "paperless" as the government prepares to digitize the property registration process.

The move means that land and real estate owners will soon own and use electronic land titles to access various services such as bank loans.

Espérance Mukamana, Director General of the Rwanda Land Use and Management Authority (RLMUA), told the New Times that this will also save the government on the cost of printing title deeds and transfer fees. of land.

“Switching to paperless land titles will reduce costs. However, there will be two options. One option is those who wish to apply for digital title deeds at no cost. Those who want to print them will pay this cost, where a citizen pays 5,000 Rwf to get a new land title printed. In case of transfer of land, they pay a total of 30,000 Rwf,” she explained.

Currently, she says, the land authority has issued more than 10 million land titles in papers

“Switching to electronic land titles will solve the problem of the delay in issuing land titles. The new system will be faster and will also reduce fraud in land titles. The cost of printing should also be reduced, ”she noted.

How the land transfer will be carried out:

She said the seller and buyer of land in need of land transfer will use the Irembo platform to pay the service fee and complete the required forms.

“After signing, the file will be sent electronically to the land register for record keeping. After the transfer, the buyer will receive a notification and obtain the land title in electronic format,” she explained.

Meanwhile, the official said they anticipate some challenges.

These include digital illiterate citizens with no skills to use smart devices while some parts of the country lack electricity and the internet.

"That's why there are two options as a flexibility where one can apply for land title on paper while others can apply for titles in electronic form," she said.

She added that the implementation of the project will be carried out by the land authority and staff of the Irembo online platform in addition to technical support from the World Bank through a US company called Medici Land Governance.

In the meantime, the government has temporarily taken back ownership of more than 1.4 million unregistered plots of land until the owners come forward and register them.
